allow anything more than the basic level of service to be offered given the apparent intention of the <br />bulk of the School District #11 service area. <br /> <br />Facility Maintenance and Janitorial Services: Currently the City of Anoka has a Facility <br />Maintenance Staff and contracts for janitorial services. The City of Ramsey has one Building <br />Maintenance individual who primarily conducts cleaning activities, light maintenance and light <br />grounds maintenance. Whafs been discussed is whether or not the two communities can trade <br />janitorial for repair services. <br /> <br />Property Appraisal: Currently the City of Ramsey has a City Assessor who receives periodic <br />assistance in his work tasks from our Code Enforcement Officer. This Assessor appraises all of <br />our commercial and residential property on a four-year schedule but often is back logged in his <br />calendar. The City of Anoka has two full-time Appraisers and a pan-time Appraiser. Within this <br />staff,.not only appraising services but often assessment and election services are also offered by <br />these staff persons to the City. It appears, however, that there may be opportunities for the Staff at <br />Anoka to shore up some of the Ramsey staffing level deficiencies that occur from time to time. <br /> <br />Animal Control: It is a normal policing function of cities to provide for animal control. The last <br />few years this has become more of an issue in that it is becoming more difficult to provide for safe <br />and sanitary holding facilities and operations for animals picked up by the authority. This may be <br />another area in which Anoka and Ramsey can work more closely. <br /> <br />There may be other areas as well which the two Councils may be able to suggest. Staff is open to <br />entertaining any options for which efficiencies can be gained and money saved and would like to <br />suggest that Council provide other areas which we can then research and bring back to you. <br /> <br />CASE #4 <br /> <br />JOINT ECONOMIC DEVELOPMENT AUTHORITY <br /> By: Ryan R. Schroeder, City Administrator <br /> <br />Background: <br /> <br />Recently, the City of Ramsey passed upon an agreement, with two property owners, to construct <br />an extension of McKinley Street from Sunfish Lake Boulevard N.W. east to the Ramsey-Anoka <br />boundary contingent upon the City of Anoka agreeing to complete the extension east to Thurston <br />Avenue. Staff has met a couple of times since then to discuss this further and deterrrfined that <br />rather than looldng at McKinley Street alone, we should look at a planning area much larger than <br />that. The net end result of these discussions is that the staffs of Anoka and Rarnsey have an idea to <br />propose to the Councils of the two communities, which on its face may seem a little bit far-fetched <br />and after additional discussion and research may seem even more far-fetched, but we would like to <br />propose it to you at this time anyway. <br /> <br />The City of Anoka has, within its boundaries north of Highway #10 and west of the Mineral Pond <br />Addition (just west of Trunk Highway #47), a fair amount of sparsely developed, industrial <br />property. The City of Ramsey, basically south of County Road #116, north of Highway #10 and <br />east of Armstrong Boulevard N.W., also has a fair amount of industrially-zoned, sparsely <br />developed, property. Currently, all of this property is in a myriad of different ownerships, is in <br />two or three different zones, and has a great disparity of uses. What is proposed by staff, is that <br />the entire area be placed under one planning and marketing arm. We would also like the Councils <br />to consider the possibility of placing all of this property within the operational confines of one <br />Economic Development Authority which would then be responsible for planning, development, <br />infrasumcture improvements, code enforcement and other activities regardless of whether the issue, <br />project or land is found within the City of Anoka or within the City of Ramsey.
