Motion by Commissioner Johnson, seconded by Commissioner Van Scoy to recommend <br />approval of the preliminary plat and preliminary site plan of Summerset Meadows subject to: <br /> 1) Compliance with City Staff Review Letter dated September 30, 2005. <br /> 2) The property proposed to be developed residentially being rezoned to Planned Unit <br /> Development. <br /> 3) The Developer providing the 300-foot wide transportation corridor as shown on the <br /> preliminary plat. <br /> 4) Compliance with density transition by one of the following means, in order of <br /> priority: <br /> · Relocation of the park from the current proposed site to an easterly location. <br /> · Relocation of the ponding. <br /> · Increased use of permitted density transition methods by berm and vegetation. <br /> · Reconfiguring the size of the lots. <br /> 5) Expansion of the Llama Street right-of-way as deemed appropriate by Staff. <br /> <br />Commissioner Johnson indicated it looks like there is protection of the ten-acre parcel, but he is <br />concerned about the Kangaroo piece. He stated he thinks it is doable, in spite of these issues. He <br />indicated the larger concern is the density transitionlng in the northwest comer. <br /> <br />Chairperson Nixt stated they have not commented much on the buildings, but the developer has <br />incentive to make them high quality. <br /> <br />Commissioner Van Scoy stated they did not come to any conclusion on having two entrances on <br />the east section. <br /> <br />Community Development Director Tmdgeon indicated they have talked to the developer and <br />thinks it is doable. <br /> <br />Commissioner Johnson stated is thought here is that they have expressed their concerns, and <br />given their advice. He indicated that is all that they are is an advisory committee. He stated he <br />has confidence that with the Park Commission meeting coming up, and Community <br />Development Director Tmdgeon knowing their concerns on transition that Staff will be <br />presenting to the City Council our concerns and alternatives to rectify that. <br /> <br />Chairperson Nixt indicated the City Council will see it as a recommendation of approval or <br />denial, and those carry different levels of acceptance. <br /> <br />Commissioner Brauer stated his problem is that he has not seen a development in his time on the <br />Planning Commission with so many deviations of code, and while he agrees this is somewhat <br />unique, with 6 deviations rather than 1 or 2, it behooves the developer to meet the City halfway. <br />He commented that this is especially tree when the Planning Commission has said something <br />different is needed in the northwest comer and they bring back the same thing. <br /> <br />Motion failed. Voting Yes: Chairperson Nixt, Commissioners Johnson and Van Scoy. Voting <br />No: Commissioners Brauer, Levine, and Watson.
