Absent: Commissioner Shepherd. <br /> <br />Case #2: <br /> <br />Request for Site Plan Review of Dave Perkins Contracting; Case of Dave <br />Perkins Contracting <br /> <br />Presentation <br /> <br />Associate Planner Dalnes stated that Dave Perkins Contracting submitted a site plan on <br />September 6, 2005 to construct a 20,000 square foot office/warehousing facility at the site <br />generally located at 143rd Avenue NW and Limonite Street NW. He indicated the business is <br />relocating to the City of Ramsey. <br /> <br />Associate Planner Dalnes advised that the property is zoned E-2 Employment, and office and <br />warehousing is permitted within this district. He stated the proposed building has total lot <br />coverage of 23°A and conforms to all required setbacks. He indicated that building materials are <br />satisfactory and consist of pre-cast, concrete panels and multiple windows. He stated that <br />additionally, the site plan meets all parking requirements and landscaping and lighting <br />regulations. <br /> <br />Associate Planner Dalnes indicated that the applicant has not submitted a tree preservation plan, <br />which has been requested in the staff review letter. He stated the applicant has requested to <br />install Class V surface in the rear of the proposed building. He indicated that while not generally <br />allowed by City Code, the size and weight of the equipment and machinery used in Dave Perkins <br />contracting business requires the use of Class V. He stated the use of Class V materials is <br />subject to City Council approval. <br /> <br />Associate Planner Dalnes indicated the applicant will need to pave Limonite Street in order to <br />gain access from it, and has been asked to submit a revised site plan and grading and drainage <br />plan indicting the intent to do this work. He stated the applicant has agreed. <br /> <br />Associate Planner Dalnes indicated that the City of Ramsey is paying for the sewer and water <br />trunk and lateral fees and park dedication fees as outlined in the Development Permit. He stated <br />the trail fee and stormwater management fee are the responsibility of the developer. He indicated <br />that City Staff recommends site plan approval contingent upon compliance with City Staff <br />Review Letter dated September 27, 2005, and contingent upon the paving of Limonite Street. <br /> <br />Board Input <br /> <br />Chairperson Nixt asked about the ground cover of 82.2%.
