Chairperson Nixt noted there was just an impervious surface issue with the Tanner property. <br /> <br />Community Development Director Tmdgeon commented that the Tanner property is in the Rum <br />River Corridor, so there are special regulations that address impervious surface coverage. In a <br />typical industrial district it is only building coverage. <br /> <br />Chairperson Nixt asked if Staff feels comfortable with the Planning Commission taking action <br />with all of the missing plan components. <br /> <br />Community Development Director Trudgeon indicated Staff is comfortable that the other plans <br />are coming, and they will not take this to the City Council until they are received. <br /> <br />Chairperson Nixt asked the applicant if he has reviewed the City Staff Review letter, and had any <br />comments. <br /> <br />Dave Perkins stated that the original agreement on the street is that he would pave the existing <br />street, and not do a full-blown curb to curb, and the letter now says full-blown curb to curb. He <br />indicated he did not agree to that and would rather not do that. <br /> <br />Community Development Director Tmdgeon stated he has not been involved in discussions with <br />Mr. Perkins, but knows this is a development that the City is putting in some dollars to facilitate <br />development and is waiving some fees. He stated they can continue discussions, but he believes <br />they will want curb, but whether that is paid for by Mr. Perkins or is part of the business subsidy <br />he does not know. <br /> <br />Associate Planner Dalnes stated that part of the issue is that the draining and grading plan goes <br />along with the paving of Limonite. Engineering felt it was best for that street to have curb and <br />gutter, and since Mr. Perkins was requesting access from Limonite he would be responsible for <br />that. <br /> <br />Mr. Perkins indicated that he would have to put it all along the property, which is 300 feet, just <br />for his use. He stated he will work with the City but it has to be reasonable. <br /> <br />Community Development Director Trudgeon indicated that there is also a property to the west <br />that could be serviced here. He stated as they redevelop the City they have to be conscious of the <br />cost for these businesses to move in, and that is why we have business subsidies and TIF <br />Districts. He indicated it will have to be worked out before it goes to Council but he is confident <br />they can do that. <br /> <br />Mr. Perkins indicated the City has been good about working with him, and he is confident they <br />can work it out. <br /> <br />Motion by Commissioner Johnson, seconded by Commissioner Watson to recommend that the <br />City Council grant approval of the proposed site plan contingent upon compliance with City Staff <br /> <br />Planning Commission/October 6, 2005 <br /> Page 4 of 29 <br /> <br /> <br />
