October 24, 1980

Ramsey City Council
City of Ramsey
15153 Nowthen Blvd.
Anoka, MN 55303

Ramsey City Council

Subject: ProOect 80-16
I was made aware of your decision via your council
meeting in September that the proposed black topping
of 154 & 153 lane would be implemented.
I was also informed that I would be assigned twice
the normal assessment because the Council felt that
I had another ,,building site" immediately to the
west of where my home now stands. This puts me in
a position of being forced to pay $3283.58.
I most strenuously object for the following reasons:

1. I have lived in my present home for sixteen
years and I did not in the past; nor do I in
the future, intend to sell the quote ,,building
site" or to build a home on that area.
2. The black topping does not benefit me as a
homeowner anymore than anyone else on the
resurfaced street area, regardless of the
frontage of their property. If I were the
sole user of my frontage, I could accept the
assessment; however, all the people on these
streets will be equal users and, as such, I &
they should equally share the costs.

3. The property value of my home will not
appreciate one cent more than any other
in this area.

4. The cost of a double assessment will increase
my tax payments by $534.42 per year. This,
added to my current tax assessment, will result
in an 87% increase in my taxes.

5. If I were to sell my ,,building site", you will
charge the new owner again f~r the assessment
for which I would have a±reamy paid.
