points <br /> <br />4 <br /> <br />17. <br /> <br />18. <br /> <br />Local HousinQ initiatives - Official Controls - <br />~unicipaliti~s are awarded two points ~or <br />each of several additional activities for <br />which it can be demonstrated that new lower- <br />cost housing opportunities have been created <br />in the community. The activities may be <br />official controls used specifically to assist <br />the development of new low- and moderate- <br />income or modest-cost housing such as the <br />waiving of permit fees or dedications, the <br />establishment of mandatory incluslonary zoning <br />requirements, the provision of density <br />bonuses or the implementation of policies or <br />programs which promote interjurisdictional <br />mobility such as the elimination of residency <br />preferences for assisted housing, points are <br />awarded once for each type of activity and are <br />maintained-for two years, or as long as the <br />activity is continuing. Maximum-of six.-points--- <br /> Official controls for which points are <br /> subsequently awarded under Codes and <br /> Ordinances (below) are not awarded points in <br /> this criterion. <br /> Local Housing Initiatives - Preservation of <br /> Housin9 Stock <br /> Municipalities are.awarded-two points for each <br /> use of a fiscal device, init±ative or - <br /> implementation of an official control which <br /> assists in'the preservation of housing stock. <br /> These initiatives may be official controls <br /> such as a housing maintenance code, a <br /> maintenance code enforcement program or <br /> similar monitoring effort to prevent <br /> deterioration or the initiative may De a <br /> fiscal device or tool which would not <br /> otherwise be available without local <br /> initiative such as the use of CDBG or local <br /> funds for housing rehabilitation activities. <br /> points are awarded for each type of activity <br /> and are maintained for two years, or as long <br /> as the activity is continuing.
