GOALS AND IMPLEMENTATION PROGRAMS TO PROVIDE <br />HOUSING OPPORTUNITIES <br /> <br />Points <br /> <br />3 <br /> <br />3 <br /> <br />3 <br /> <br />12. <br /> <br />13. <br /> <br />Municipalities receive points as indicated if <br />their comprehensive plan' includes goals and <br />implementation programs as described below: <br /> <br />Low- and Moderate-Income Housing Opportunities <br />Goal - <br />A numerical low- and moderate-income housing <br />opportunities goal consistent with the <br />Council's ten year fair share plan for low- <br />and moderate-income housing opportunities. <br /> <br />Modest-Cost Housing Opportunities Goal - <br />A numerical modest-cost housing opporLunities <br />goal consistent with~the Council's ten year <br />fair share plan for-new modest-cost private <br />market housing opportunities. <br /> <br />14. Pro~rams to Achieve the Low- and Moderate- <br /> <br />Income Housing Goal - <br />Specific local, regional, state or federal <br />programs to be used to achieve the community's <br />low- and moderate-income housing opportunities <br />goal. <br /> <br />Programs-~o~Achieve-the Housing-Maintenance <br />and Rehabilitation Goal - <br />Specific rehabilitation-loan ~nd grant <br />programs or local funding efforts to be used <br />to achieve the community's housing maintenance <br />and rehabilitation goals. <br /> <br />16. <br /> <br />Local Housing Initiatives - Fiscal an~ <br />Financial - <br />Municipalities which have used fiscal devices <br />or initiatives such as tax-exempt mortgage <br />revenue bonds, tax increment financing, or <br />CDBG or local funds to assist the development <br />of new low- and moderate-income or modest-cost <br />housing opportunities are awarded two points <br />for each activity. Points are awarded once <br />for each type of activity and are maintained <br />for two years, or as long as the activity is <br />continuing. Maximum of six points. <br /> <br /> <br />
