Although both are interconnected, I will separate them 'for discussion purposes. The Metropolitan Council identified several.areas wh~re the plan and regulations of Ra~nsey do not comply with the Critical Areas Designa- tion Order. The reco~endations which pertain to lot size or develop- ment density are as follows: 1) Amend the plan to include a clear indication of the rural and urban service areas indicating appropriate land uses and densi- ties for each, and the timing and staging of urban development consistent with the Metropolitan Development Guide and Critical Area requirement. 2) Amend the plan to include recommendations for appropriate changes in the location of the urban developed district boundary consis- tent with 1). 3)..Include minimum lot sizes and permitted land uses in the proposed regulations to achieve consistency with Critical Area requirements and metropolitan policies for the rural service area.
