AMSE~ CABLE SERV~ <br /> SUBJECT: EX~~ ~'~nRA~E LIMITS Ov m~ ~; :~/ <br /> <br /> A proposal was submitted to the Minnesota Cable Co~unications Board on June 12, <br /> 1980 by the City of Andover, a ~nnesota municipality, for expansion of the existing <br /> Anoka / Champlin / Ramsey Cable Service Territory (CST) to encompass the corporate <br /> limits of Andover. <br /> During its.regular ~eting on September-12, 1980, the Board adopted a motion.approw <br /> ing a request from the Anoka / Champlin / Ramsey Cable Commission for postponement <br /> of action on the proposal as provided in Rule 4 MCAR 4.134 E until its next <br /> regularly scheduled meeting, and for referral of the proposal back to the city <br /> council of the City of Andover for the purpose of reconsideration of designation <br /> of an initial service area. The City of Andover had also requested that the Board <br /> postpone action in order to be allowed time to review and make a determination <br /> concerning its proposed initial service area. <br /> On September 16, 1980, the city council of the City of Andover-adopted a motion to <br /> ,, . as that area consisting of all lands <br /> designate'the initial service area .... <br /> located within the boundaries of the Andover Urban Service Area · as shown <br /> on a map provided by Andover and which is attached hereto. <br /> The Anoka / Champlin-/ Ramsey Cable Co~ission at its meeting of October 9, 1980 <br /> reviewed this most recent initial service area designation by the City of Andover <br /> (letter dated September 26, 1980), and adopted a motion withdrawing its objection <br /> to Andover's proposal for inclusion within the Anoka / Champlin / Ramsey Cable <br /> Service Territory. <br /> Furthermore, Mr. Thomas D. Creighton, legal consultant to the Anoka / Champlin / <br /> Ramsey Cable Co~ission, states in his letter to the Board dated October lO, 1980, <br /> While it is the Co~ission's understanding that the State Board may not <br /> qualify the amendment of the cable service territory to speak to the <br /> und6veloped areas in Andover, it is the understanding of the municipalit- <br /> ies involved that the final negotiated franchise will establish standards <br /> for writing undeveloped territories.
