Members of the Board <br />lctober 14, 1980 <br />Page 2 of 3 <br /> and the three municipalities already included within the CST, and notices of the <br /> proposal were sent to all contiguous municipalities. <br /> The Metropolitan Council's 90-day statutory p~riod of review and comment has <br /> expired. A memorandum from Metropolitan Council staff member Roger Israel to <br /> the Council's Human Resources Committee dated August 18, 1980 ~nd the Committee's <br /> report dated August 26, 1980 are attached hereto. The Committee'S report was <br /> adopt~ by the full Council at its August 28, 1980 meeting. <br /> In addition to consideration by the Metropolitan Council, the MCCB staff has cond- <br /> ucted its own inquiry into factors and criteria relevant to the proposed territory <br /> expansion. The staff's comments are as follows: <br /> <br /> · R DEVELOPMEN OF CABL SERVICE <br /> ~0 THE PRU~U~L <br /> The proposed expanded territory is bounded to the north by Oak Grove; <br /> to the east by Ham Lake; to th~ south by Coon Rapids [which is in an <br /> established CST with Spring Lake Park); to the southwest by Anoka; and <br /> to the west by Ramsey. ~ <br /> The staff finds no negative impact on other known cable developments.- <br /> No part of the proposed expanded area is presently served by cable. <br /> APPROPRIATENESS OF THE BOUNDARIES: <br /> Staff finds no serious question with respect to the appropriateness of <br /> the boundaries of the total cable service territory which would encompass <br /> the corporate limits of Andover, Anoka, Champlin and Ramsey. Andover, <br /> Anoka and Ramsey are within Anoka County;.they are contiguous; and <br /> political divisions and subdivisions would not be compromised, Champlin <br /> is in Hennepin County. However, staff continues to concur in the <br /> initial Harmon <br /> Metropolitan Council recommendation concerning the <br /> & Company proposal for establishment of the Anoka / Champlin / Ramsey <br /> CST which states, "Of higher priority here, it seems, is the community <br /> of interest between Champlin and Ramsey and the Anoka Freestanding <br /> the communities approach the franchising <br /> Growth Center. However, ~ken to ensure that franchise proposals address <br /> process, steps should be <br /> the fact that two counties may be involved in governmental and public <br /> service programming." (Metropolitan Council staff report to the Council's <br /> Human Resources Committee, April 16, 1980) <br /> The propJsed expanded territory's initial service area and mos~ other <br /> land areas within Andover are served by School District #ll, which serves <br /> also Anoka, Champlin and Ramsey (a small portion of which is served by <br /> District #728). District ll also serves Coon Rapids (which is in an <br /> established CST with Spring Lake Park). <br /> MCCB staff recommended to the Board in its memorandum dated May 6, 1980 <br /> that Andover be eventually considered for inclusion in the theh proposed <br /> Anoka / Champlin / Ramsey Cable ServiCE Territory in consideration of <br /> the pub~ich school services'being provided by the same school district. <br /> ~f has found no conflict between the proposal and the cooperative <br /> arrangments between and amono the affected municipalities, and concurs <br /> <br /> <br />
