POINTS TO PONDER: CREDIBILITY <br />If, in. fact, the AEMI{ is a proper measure of "effort",'it is difficult <br />to Justify, for example, how a city with an average AEMR of 5 can <br />receive $67 per capita while a city with an AEM~ of 30 can receive less, <br />or $63 per capita. One must conclude that there has been a major flight <br />from reality in these results. Again, THE BASIC CREDIBILITY OF GOVERN- <br />MENTMUST BE QUESTIONNED IF SUCH RESULTS ARE OBTAINED. <br /> <br />A testof credibility:.onl~ <br />For those who believe in the AEMR as a rational test, the PEOPLE <br />MILL UNIT analysis provides a revealing'~result. The PEOPLE MILL UNIT <br />is a special test device developed by multiplying each city's population <br />by the AEM~. The total PMUs 'in Minnesota for 1980 are 66,311,612.97. <br />The total LGA for cities is $208,283,079. Dividing the total PMUs into <br />the total LGA shows that the worth or average value of 1 PMU is $3.14 <br />in Local Government Aid. <br />Tot test LGA distributions for fairness, it was decided to set up <br />computer runs ranking LGA on three_bases: 1. AEMR,~ <br /> 2. Per Capita Aid, and <br /> 3. PEOPLE MILL UNITS. <br /> <br />One would~ logically.expect a reasonably clo~e consistency in ranking <br />of these 3 i~ LGA d~stributions met the test of reasonableness and <br />fairness. 'By this method, the inequities are glaring'. For example, <br />if we select the city of Graceville in Big Stone'County, we find it <br />to have a ranking of No. 3 for AEMR or "effort" among the State's 855 <br />cities, but by Per Capita Aid, it ranks 215th in the State with PCA of <br />$77, and it ranks incredibly at 844th by-PMU with a PMU of 1.19.
