1. ~hether the proposed amendment will result in an <br /> increase in densities permitted by the approved <br /> comprehensive plan for the rural service area. <br />The Council will receive written comments on any proposed <br />comprehensive plan amendment during the period from the <br />date of receipt of the proposed amendment until completion <br />of Council review, pursuant to Nos. 3, 4 or 5 above, <br />whichever occurs first. <br /> These guidelines do not apply to proposed amendments to <br /> capital improvement programs. <br /> <br /> <br />
