Summary - Costs for sealcoating are an inexpensive method of <br />prolonging the life of streets. City Council will have to <br />establish a policy for financing this maintenance cost. <br />Recognizing that the general fund and due to the fact we will <br />be restricted by the levy limit, increasing general fund taxes <br />will not be an alternative. Therefore, bonding and assessing <br />is the other alternative. The decision the Council will have <br />to make is how much will be the City share and how much will <br />be assessed. (If bonding procedure is used Council has to <br />assess at least 20 per cent.) <br /> <br />Storm Sewer <br /> <br />Pros <br /> <br />-- Solve drainage problems <br />-- Enhance industrial and commercial developmen~ <br /> <br />Cons <br /> <br />-- Need front money <br />-- More staff and equipment for maintenance <br />-- Storm sewer is the most controversial utility to be in- <br /> stalled because its impossible to show benefit to all <br /> people assessed <br /> <br />Airport <br /> <br />There will be up to 90% grants available for airport develop- <br />ment. However, the City should be cognizant of the City share <br />of the costs. Further, the City should be cognizant that the <br />F.A.i. gives the higher priority to construction rather than <br />land acquisition. <br /> <br />Consequently, the Capitol Improvement Budget lays out a series <br />of events involved in our airport development project <br /> <br /> <br />
