a) <br /> <br />Council Personnel Committee - This is in regards to their <br />meeting of October 14, 1980, which the City Administrator <br />covered some of the problems that should be reviewed first <br />prior to adopting the budget. The following is a list of <br />areas where Council could take corrective action which would <br />reduce the work load: <br /> <br />1) <br /> <br />Zoning Ordinance - The following areas in this ordinance <br />are really too sophisticated for the City of Ramsey where <br />we are trying to keep cost down to a minimum. This ordi- <br />nance in its present form is a very comprehensive, time <br />consuming and an expensive document to administer. <br /> <br />a) <br /> <br />Orderly Land Development Paragraph l?0.014K of the <br />City Code (which includes site and design plan) - <br />This creates a fantastic amount of work load for <br />City Staff and expense to the developer. <br /> <br />b) Conditional Use Permit Paragraph 170.016 of the <br /> <br />City Code - This really usurps staff time and <br />Council time. It is also a never ending admini- <br />strative burden on the City Staff. <br /> <br />c) Board of Adjustment Paragraph 170.018 of the City <br /> <br />Code - This really usurps staff time in that it <br />is administrative burden. It also is an expensive <br />cost factor to people who have to go this route. <br /> <br />d) Urban Development Permit (site and design plan) - <br /> <br />This really usurps staff time in that it becomes <br />an administrative burden. It also is an expensive <br />cost factor to people who have to go this route. <br /> <br />e) <br /> <br />Zoning Violations - These are very difficult to <br />police and usurp a fantastic amount of time. We <br />also have a problem if Council wanted us to police <br />it to'the letter of the City Code we couldn't do <br />it. Here we really need policy guidance. <br /> <br />2) Weed Ordinance paragraph 110.1~1 of the City Code - We <br /> <br />don't have staff time to cover this area. <br /> <br />Keeping of Certain Animals Section 110.09 - This pertains <br />to keeping of cows, goats and pigs and just simply usurps <br />too much time and it is a never ending problem. <br /> <br />Dogs and Cats Section 110.03 of City Code - This ordi- <br />nance is a must but it is like a sponge in usurping <br /> <br />time. <br /> <br />5) Horse ordinance 110.07 of the City Code - This ordinance <br /> is a real lose and should be rewritten. <br /> <br /> <br />
