IV. PROPOSED REVISED EVALUATION CRITERIA <br /> <br />The following are the factors which, the Metropolitan Council <br />considers in evaluating a community's housing performance. The <br />relative weight of each factor is indicated. <br /> <br />HOUSING AFFORDABILITY AND DIVERSIFICATION <br /> <br /> Points <br />Allowable <br /> <br />i to5 1. <br /> <br />Low- and Moderate-Income Homeownership Units - <br />Municipalities are ranked according to the <br />percentage of their total homesteaded housing <br />units in 1980 which are affordable to low- and <br />moderate-income persons based upon 1980 ~arket <br />value data compiled by the county. <br /> <br />1 to5 <br /> <br />2. Low- and Moderate-Income Rental Units - <br /> <br />Municipalities are ranked according to the <br />percentage of their total rental housing in a <br />price range affordable to low- and moderate- <br />income persons based upon the most current <br />available census data. The percentage of <br />substandard rental units is subtracted to <br />arrive at a total percentage. (For example - <br />units renting for $149 or less, 1970 census.) <br /> <br />1 to6 <br /> <br />Subsidized Housing Units - <br />Municipalities are ranked according to the <br />percentage of their total housing stock which <br />is subsidized units constructed, purchased, <br />assisted or approved by the funding agencies <br />for construction, purchase or assistance in <br />the community for low- and moderate-income <br />persons. (Includes HUD low rent public <br />housing, rent supplement projects, Section 8 <br />assisted units, Section 235, 236 and 221-D3 <br />below-market rent projects, and units of the <br />Farmers Home Administration.) <br /> <br />22 <br /> <br /> <br />
