i to 10 5 4 i to5 1 to5 100+ - 10 90-99% - 9 80-89% - 8 70-79% - 7 60-69% - 6 Allocation Plan Achievement - Municipalities are awarded-pointS based upon the percentage of the Council's 1980-1983 Subsidized Housing Allocation Plan family and large family goals, which they have ~chieved ~s follows: points 50-59% - 5 points 40-49% - 4 30-39% - 3 20-29% - 2 10-19% - 1 Municipalities that are not allocated individual numerical goals in the 1980-1983 plan but provide subsidized housing opportunities during the period of this plan through the plan'S allocation to the "Balance of the Metropolitan Area" receive a point for each family or large family unit achieved up to'10 pointS. 5. Family Subsidized' Housing Achievement - Municipalities in which two percent ,~c more of the total housing stock is low- and moderate- income subsidized receive five points if 50 percent or more of such housing is not specifically designated as elderly units and has two or more bedrooms. 6. Proposed Subsidized Housin~ - Mun'icipalities receive an =dditional four points if they can verify that in the past two years they have received a family subsidized housing proposal which is consistent with Regional goals and policies, and for which they would have granted all necessary municipal approvals and issued a building permit had the proposal been selected for funding by HUD, MHFA or FmHA. 7. Modest-Cost Homeownership Units - Municipalities are ranked accoLding to the percentage of .their total homesteaded housing units in 1980 which are within a modest-cost range based upon 1980 market value data compiled by the county. 8. Modest-Cost Rental Units - Municipalities are ranked according to the percentage of their total rental housing within a modest-cost range based upon the most current available cenSuS data. (For example, units renting for between $150 and $199, 1970 censuS) -
