When the number of units represents a percentage of the city's metropolitan fair share new modest-cost* private market housing goal, points will be awarded as follows: 10+ percent - 6 points 6-9 percent - 4 points 3-5 percent - 2 points * The council will adjust the unit value and rent limit for modest-cost housing annually based upon HUD determined income categories for the SMSA. 10. Alternative Housing T~pes Municipalities are ranke,~ ~ccording to the percentage of their total new housing unit or occupanc~ permits issued in the previous calendar year for dwelling units bther than traditional, detached single-family homeS,.. such as all forms of attached housing, homes or zerO-lO~ line units. The municipality mus= have permitted at 1east five neW units or a number which represents .5 percent of its housing stock, whichever is greater. 11.
