3 <br /> <br />GOALS AND iMPLEMENTATION pROGRAMS TO pROVIDE <br /> HOUSING OPPORTUNITIES <br /> <br />12. <br /> <br />13. <br /> <br />14. <br /> <br />Municipalities receive points as indicated if <br />their comprehensive plan includes goals and <br />implementation programs as described below: <br />Low- and Moderate-Income Housing Opportunities <br />Goal - <br />A n~merical low- and moderate-income housing <br />opportunities goal consistent with the <br />Council's ten year fair share plan for low- <br />and moderate-income housing opportunities. <br /> Modest-Cost Housing Opportunities Goal - <br /> A.numerical modest-cost housing opportunities <br /> goal consistent with the Council's ten year <br /> fair share plan for new modest-cost private <br /> market housing opportunities. <br /> Programs to Achieve the Low- and Moderate~ <br /> Income Housing Goal - <br /> ~pecific local, regional, state or federal <br /> programs to be used to achieve its low- and <br /> moderate-income housing opportunities goal. <br /> Programs to Achieve the Housing Maintenanc~ <br /> and Rehabilitation Goa% - <br /> Specific rehabilitation loan and grant <br /> programs or local funding efforts to be used <br /> to achieve its housing maintenance and <br /> rehabilitation goals. <br /> <br />6 <br /> <br />16. <br /> <br />Local Housing initiatives - Fiscal and <br />~inancial - <br />MunicipaLities which have used fiscal devices <br />or initiatives such as tax-exempt mortgage <br />revenue bonds, tax increment financing, <br />locally financed housing rehabilitation <br />activities, or CDBG funds to assist the <br />development of new low- and moderate-income or <br />modest-cost housing opportun~tle , or provide <br />housing rehabilitation assistance are awarded <br />two points for each activity.
