Note #1 Clerical IV - We have two employees serving in this position: Note #2 Note #3 Note Note 1) Sheila Beyer 2) ~rlene Stafford I am recommending a $2,375 or 23% pay raise for these two em- ployees. I mske this recommendation based on an extensive re- view of the above employees duties and salaries relative to other cities comparable to Ramsey and also private firms in the Anoka area. In m~ review I have found that these two em- ployees are grossly under paid. I think Council should be aware that these two employees do an outstanding job for the City. The two employees have both been recommended for letters of commendation for their work. Accountant - Jeanne Moen fills this position and I am recommend- ing her for a $2,600 or 20% pay raise increase for 1981. The position Jes~me fills here in the City oF Ramsey has vastly changed from when the City hired her. State laws have dictated the change in this job. Your.City Accounting has changed im-- mensely since~1978. Prior Ao _1978 you only had cash receipts, journal and disbursement journal whichreally meant you only had a partial accounting system. Further, you did not have fund accounting in these years which was a bad situation. We are now meeting the f,,ll reqmirements of the State Law which dictates that we comply with present day accounting principles. Accord- ingly, as Council members have noted that in the last two years, 1979 and 1980, the.City's auditors reports have commended her for'doing an outstanding job.' Further, in checking with other comparable Cities, Jeanne is grossly underpaid. The raise recommended-here will still not bring her to the midpoint where she should be as she is pre- sently qualified. Assessor - Lester Wirz fills this position and I am recommend- ing a $1,800 _or 9% ~ayincrease which will put this person just below his midpoint. Building Inspector - Clayton Berg fills this.position and I have recommended a $2,620 or 12% pay raise increase which puts him at his midpoint. He is an extremely versatile employee who performs well at any job I may assign to him. Police Officers - I have recommended a $1,880 or 9% pay in- crease which will keep our officers at the mean salary range for police officers in Cities over 10,000 population. It will also put the officers slightly over the midpoint of their salary range.
