PARK AND RECREATION ~ETING <br /> AUGUST 21, 1980 <br /> <br /> Members Present: Terry McLean, Dick Swanson and Dennis Donovan <br /> Also Present: Mayor Thomas Camec, David L. Goblirsch, Springste'd, Inc. Ron Alwin, Consulting Engineers <br /> Charles E. Peterson and Ar&is Norberg, R~msey Ridge Development <br /> The meeting was called to order at 7:00 P.M. by Chairman Donovan. <br /> Motion to approve minutes of July meeting by McLean and seconded by Swanson. <br /> Approved. <br /> Mr. Gobllrsch of Springsted, Inc. - prospective firm to handle park bond. <br /> Some of tha items presented were: <br /> Their firm would put out the bond perspectuss set up program <br /> and timing of issue - provide promotional literature - attend <br /> some meetings - develop financial figures and tax impact for <br /> various home values. <br /> <br /> The cost is: The fee would be a percentage of the bond plus any extra <br /> promotions done - estimated $6,500 for $800,000.00 bond. If bond issue <br /> defeated there would be no change (subject to amount of work done) <br /> Mr. Goblirsch showed the Commission various cost estimates for different <br /> bond lengths. His suggestion for best cost and resale of bond womld be a <br />· ten (10) year pay off. It would have a lower interest rate and be easier <br /> to resell. He also suggested a five (5) week promotional time frame and a <br /> vote on the bond by October 15, 1980 would be financially better for tax <br /> purposes. A Citizens Committee and Telephone Committee were also mentioned. <br /> Other cities that they have done b6nding issues for were Blaine, Coon <br /> Rapids, Champlin and Brooklyn Center to mention a few. <br /> The Commission thanked Mr. Goblirsch for his presentation and will discuss <br /> this issue further with the City Council and Administrator. <br /> <br />CITIZENS INPUT <br /> <br />Ramsey Ridge Plot - Charles E. Peterson and Ardis Norberg. <br />Motion by McLean and seconded by Swanson to recommend taking money in lieu <br />of land because of plot size and location. Motion carried. <br />Central Park - Ron Alwin, Consulting Engineers <br />Mr. A/win presented his report of feasibility study for park improvements <br />to the Park Commission. <br /> <br /> <br />
