METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota 55101 <br /> <br />MEMORANDUM <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br /> January 14, 1981 <br /> <br />Metropolitan Parks and Open Space Commission <br /> <br />Parks and Open Space Staff, Arno Stefferud, Charles Smith, <br />Florence MyslaJek <br /> <br />FISCAL YEAR 1982 LAWCON/LCMR CRITERIA <br /> <br />INTRODUCTION AND SUGARY <br /> <br />This memorandum contains a proposed schedule of the FY '82 LAWCON/LCMR.grant <br />review process, and an analysis of funding recommendations and recreation <br />criteria to be used by the Council. Staff is requesting the Commission to <br />adopt the recommendations (pp. 12-14) for purposes of receiving comments from <br />prospective FY '82 LAWCON/LCMR applicants. <br /> <br />A summary of the issues and recommendations is given below. Criteria that are <br />proposed to be changed from FY '81 to FY '82 are highlighted with an <br />asterisk (*). <br /> <br />Policy Planning Area Allocations are recommended to be the same as FY '81 <br />since there are not enough comprehensive plans in yet to develop new <br />allocations. <br /> <br />B. Recommendations for using excess funds from policy planning area <br /> allocations remain the same as FY '81. <br /> <br />C.* Boat launch projects are again given top funding priority for FY '82. <br /> It is recommended that 10 percent off the top should be used for this <br /> purpose. SPA will make a presentation on this issue at the January 19 <br /> meeting. <br /> <br />D.* Grant maximums should remain the same except that Freestanding Growth <br /> Centers should be eligible for $100,000 not $50,000 grants. <br /> <br />E. Recommendations on exceeding the grant maximum are the same as FY '81. <br /> <br />F. Number of grants per community based on planning area is the same as FY <br /> '81. <br /> <br />G.* Project review criteria are revised based on experience gained from FY '80 <br /> and '81. Overall, the point total (375) is the same but the point <br /> break down has been changed. <br /> <br />H.* Quality threshold of projects is kept at 60 percent but is applied only to <br /> the "need" and "site suitability/design" criteria. <br /> <br /> <br />
