I.* Implementation of a new policy in the new Recreation Open Space Policy Plan <br /> calls for penalizing applicants 20 points on their recreation scores if <br /> they have not consented to acquisition of regional recreation open space in <br /> their Jurisdiction. <br /> <br />J. Development Framework policies from FY '81 are recommended for FY '82. <br /> <br />K. Implementation of Housing Policy 39 is carried out the same as FY '81. <br /> <br />AUTHORITY TO REVIEW <br /> <br />Applications for Federal Land and Water Conservation (LAWCON) funds and state <br />Legislative Commission on Minnesota Resources (LCMR) grants fall under the <br />provisions of Office of Management and Budget Circular A-95. This circular <br />requires that applications for federal categorical aids be submitted to <br />the regional clearinghouse for review and comment as to consistency of the <br />local application with regional plans. The Metropolitan Council has been <br />designated as the A-95 review clearinghouse in the Metropolitan Area. <br /> <br />The Metropolitan Council Act of 1967 Chapter 473.181Subd. 2, has expanded this <br />A-95 review and comment authority to approving or disapproving acquisition <br />grants according to the plans and policies of the Regional Recreation Open <br />Space Policy Plan. In implementing this responsibility and because there are <br />limited funds, the Council ranks the applications for funding. <br /> <br />GRANT REVIEW PROCESS <br /> <br />The State Planning Agency (SPA) and the Metropolitan Council conduct a <br />coordinated review of the grant applications. The review process is shown <br />below with recommended dates for action based on the schedules of the <br />Commission, Council and deadlines of the SPA. <br /> <br />Jan. 19: Metropolitan Parks and Open Space Commission (MPOSC) considers grant <br /> review criteria for purposes of receiving public comments. <br /> <br />Feb. 9: <br /> <br />MPOSC holds public meeting to receive comments on grant review <br />criteria. <br /> <br />Feb. 23: <br /> <br />MPOSC considers comments and recommends final version of grant <br />review criteria for Metropolitan Council adoption. <br /> <br />(Note: Feb. 9 and 23 meetings are the second and fourth Mondays <br />in February. These meetings would replace the usual first and third <br />Monday meetings.) <br /> <br />March 5: <br /> <br />Physical Development Committee (PDC) considers MPOSC recommended <br />grant review criteria and makes recommendations to the Council. <br /> <br />March 12: Council adoption of grant review criteria. <br /> <br />March 16: SPA mails packets to applicants. <br /> <br />May 1: Deadline for submitting applications to SPA and the Council. <br /> <br />May 11-- <br />May 15: <br /> <br />Site inspections of applications by SPA and Council staff. MPOSC <br />members welcome to accompany staff. <br /> <br /> <br />
