Policy Planning Area Allocations <br /> <br />For the past six years the grant funds were allocated by the four policy <br />planning areas (fully developed, area of planned urbanization, freestanding <br />growth centers and rural areas). This allocation was originally based on a <br />formula of 60 percent population and 40 percent fiscal effort tax base of <br />the planning area. The policy area shares, based on this formula, <br />fluctuated a great deal when the formula was applied for the Fiscal Years <br />1977 to 1980. For Fiscal Year 1981 grants, the Commission recommended that <br />the allocations remain the same as FY '80. The Commission had hoped that <br />the local comprehensive plans would be available for use in developing a <br />more realistic measurement of local recreation need for FY '82 grants. <br />Unfortunately, not enough comprehensive plans have been reviewed by the <br />Council yet to assess local recreation need. SPA staff estimate that the <br />FY '82 LAWCON/LCMR funds will probably be the same as what's been received <br />for FY '81 (approximately $2 million) for the Metropolitan Area. Staff <br />therefore recommends that the allocations for the policy planning areas <br />remain the same as last year: <br /> <br />Fully developed Area .................. 49 percent <br />Area of planned urbanization .......... 34 percent <br />Freestanding growth centers ........... 11 percent <br />Rural area ............................ 6 percent (max. $100,00) <br /> <br />B. Excess Funds in Planning Area Allocations <br /> <br />In previous years, the Council has also recommended the following to SPA: <br /> <br />"That in the event any policy planning area has unused funds after all <br />quality projects (over 60 percent) are funded, the excess shall be re- <br />distributed to the other planning areas in proportion to the planning <br />area allocations percentages." <br /> <br /> <br />
