]0 <br /> <br />Using only the "need" and "site suitability/design" criteria, the average <br />number of points received for all applications was 70 percent for FY '81. <br />Thus, the "average" application would have easily exceeded the quality <br />threshold of 60 percent. Staff recommends that the threshold remain at 60 <br />percent in order to promote high quality projects and that it be applied to <br />applications from all policy planning areas. <br /> <br />I. Recreation Open Space Policy <br /> <br />The recently adopted Recreation Open Space Policy Plan contains the <br />following policy that applies to review of LAWCON/LCMR grants: <br /> <br />"Policy 2. In reviewing grant applicatioos for local recreation open space <br />acquisition and development, the Council and Metropolitan Parks and Open <br />Space Commission will adoopt criteria that consider the following: <br /> <br />Consistency of the project with the community's comprehensive plan for <br />leisure service. <br />Need for the project. <br />Site suitability. <br />Ability of the applicant to program and use the site effectively. <br />Local fiscal effort for parks and recreation, and <br />Consistency of the applicant's comprehensive plan with this policy <br />plan, including the granting of local consent for regional system <br />eomponents within the community." <br /> <br />With the exception of the first and last requirements regarding <br />comprehensive plans, this policy has been implemented in the past and is <br />continued for FY '82 applications. A problem arises in applying the <br />comprehensive plan requirements for FY '82 grants as some communities will <br />not have submitted a comprehensive plan in time for its use in reviewing <br />their grant application. Staff recommends that comprehensive plans not be <br />used to evaluate FY '82 grants. HoQever, the position of communities that <br />oppose acquisition of regional recreation open space within their <br />jurisdiction is known from public hearing testimony on the new Recreation <br />Open Space Policy Plan and past positions taken on specific regional <br />units. Therefore, staff has included a "negative bonus" to be applied to <br />applications from communities that have not granted consent for a regional <br />system unit located within their jurisdiction. This would take 20 points <br />off the final recreation score of an application. <br /> <br />J. Development Framework Policies <br /> <br />In addition to applying the recreation criteria developed by the <br />Commission, the Council has used several Development Framework policies in <br />reviewing grants. These policy decisions will be made by the Physical <br />Development Committee but are presented here for the Commission's <br />information. <br /> <br />The following Development Framework policies have been used in previous <br />grant reviews and are proposed for use in FY '82: <br /> <br /> <br />
