Planning Condition - Th~ number of points has increased from 20 to <br />25 as a result of giving 10 points (instead of 6) for a park <br />dedication ordinance and 5 points (instead of 4) for resource <br />regulations. Staff feels that a park dedication ordinance is of <br />primary importance in a local park program. The points will be <br />awarded based on the amount of dedication and the amount of control <br />the local government has over the decision. Other points in the <br />category will be awarded similar to last year. <br /> <br />Special Emphasis - The number of points is the same, but the method <br />of awarding them has changed as follows: <br /> <br />1) <br /> <br />Access to Significant Resources - This will be applied to both <br />acquisition and development projects, in a manner similar to <br />previous years. This criterion only applies to the project to <br />be accomplished with the current grant, not the entire park. <br /> <br />Immediate Action - This will be applied to acquisition <br />projects only. The points will be awarded sparingly based <br />on potential for major changes in land use in the project area. <br /> <br />Health/Safety Factors - This will be applied to development <br />projects only and points will be awarded similar to last year. <br /> <br />Elderly/Handicapped - This will be applied to development <br />projects only. Points will be awarded similar to last year, <br />i.e., they are for extra effort in this area rather than <br />simply meeting codes for the proposed development. <br /> <br />This method allows 25 points for this subcategory, regardless of <br />whether the project is for acquisition or development. This <br />maintains the desired overall weighting system. <br /> <br />V. Lack of Local Consent for Regional System Units <br /> <br />This is a new negative bonus category as directed by Policy 2 of <br />the Regional Open Space Policy Plan adopted by the Metropolitan <br />Council on November 20, 1980. The number of points chosen was -20 <br />in order Zo give it equal importance with some of the other major <br />categories in the weighting system (e.g., service area distance, <br />use conflicts) without causing the outright disqualification of an <br />otherwise worthy project. <br /> <br />H. Quality Threshold <br /> <br />For FY '79-'81, the Council recommended that applications must receive at <br />least 60 percent of the available project review points in order to be <br />eligible for funding. That criteria was not applied in FY '79 and '80 as <br />many applications did not meet this quality threshold. It was applied in <br />FY '81 except for applications in the Rural Area. Applicants from the FY <br />'81 grant cycle felt that the quality threshold should only apply to the <br />"need" and "site suitability/design- criteria. Staff agrees with this <br />suggestion as the other criteria are not equally applicable to all <br />applications. <br /> <br /> <br />
