2 <br /> <br />.4 <br /> <br />7 <br /> <br />A bill for an act <br /> <br />relating to local government aids; changing the <br />distribution formula, amending Minnesota Statutes <br />1980, Section ~77A.03; proposing new law coded in <br />Minnesota Statutes, Chapter 477A; repealing Minnesota <br />Statutes 1980, Section 477A.01. <br /> <br /> IT ENACTED BY THE LEGISLATURE OF TEE STATE OF MINNESOTA: <br /> ~ection 1. [477A. Dll] [DEFINITIONS.] <br />10 Subdivision 1. [COVERAGE.] For the purposes of sections 1 <br />11 to 5 the following terms shall have these meanings. <br />12 Subd. 2. [MUNICIPALITY.] Municipality means either a city <br />13 or a town. <br />14 Subd. 3. [POPULATION.] Population means the population as <br />15 determined pursuant to section 275.53. <br />16 Subd. 4. [AVERAGE MUNICIPAL MILL RATE.] For any calendar <br />17 year aid distribution, the average municipal mill rate shall <br />18 mean the arithmetic average of the municipal mill rate for the <br /> <br />l~hree years previous to the aid distribution year. <br /> <br /> SuM. 5. [EQUALIZED MUNICIPAL MILL RATE.] For any calendar <br /> <br />year aid distribution, equalized municfpal mill rate shall mean <br />the average munici~al m~ll rate multiplied by the municipality's <br />aggregate sales ratio for the period ending two years prior to <br />the Near of aid distribution prepared by the commissioner of <br /> <br />revenue ~urs~ant to section 124.212. <br />//' Subd. 6.
