GUIDELINES FOR PRIORITY FUNDING FOR HOUSING PERFORMANCE <br /> <br />POLICY 39 EVALUATION CRITERIA <br /> <br />The following are the factors which the Metropolitan Council <br />uses to evaluate a community's housing performance. The <br />relative weight of each factor is indicated. <br /> <br />AFFORDABLE AND DIVERSE HOUSING <br /> <br />Points <br /> <br />to 5* <br /> <br />1. Low- and Moderate-Income HomeownershiD Units - <br /> Municipalities are ranked according to the <br /> <br />percentage of their total homesteaded housing <br />units in 1980 which are affordable to low- and <br />moderate-income persons based on 1980 market <br />value data compiled by the county. The <br />percentage of mobile homes is added to arrive <br />at a total percentage. <br /> <br />0 to 5* <br /> <br />2. Low- and Moderate-Income Rental Units - <br /> <br />Municipalities are ranked according to the <br />percentage of their total rental housing in a <br />price range affordable to low- and moderate- <br />income persons based on the most current <br />census data. The percentage of substandard <br />rental units is subtraeted to arrive at a <br />total percentage. (For example - units <br />renting for $149 or less, 1970 census.) <br /> <br />0 to 6* <br /> <br />Subsidized Housing Units - <br />Municipalities are ranked according to the <br />percentage of their total housing stock that <br />is comprised of subsidized units constructed, <br />purchased, assisted or approved by the funding <br />agencies for construction, purchase or <br />assistance in the community for low- and <br />moderate-income persons.-(Includes HUD low <br />rent public housing, rent supplement projects, <br />Section 8 assisted units, Section 235, 236 and <br />221-DB below-market rent proJeqts, and units <br />financed or issued by the Farmers Home <br />Administration.) <br /> <br />1 <br /> <br /> <br />
