Allocation Plan Achievemen% - Municipalities are awarded points based on the percentage of the 1980-1983 Subsidized Housing Allocation Plan'sa* family and large. family Koala which the communities have achieved as'follows: 100+ - 10 points 50-59% 90-99% - 9 40-49% 80-89% - 8 30-39% 70-79% - 7 20-29% 60-69% - 6 1-19% points Municipalities not allocated individual numerical goals in the 1980-1983 plan but providing subsidized housing opportunities during the period of this plan through the allocation to the "balance of the Metropolitan Area" receive a point for each family or large family unit achieved up to 10 points. Family Subsidized Housing Achievemen% - Municipalities in which two percent ur more of the total housing stock is low- and moderate- income subsidized receive five points if 50 percent or more of such housing is not specifically designated as elderly units. Proposed Subsidized Housing - Municipalities receive an udditional two points if they can verify that in the past two years they have received a proposal for a family subsidized housing development not yet selected for funding by HUD, MHFA, or FmHA which is consistent with regional goals and policies, and for which they have granted necessary municipal approvals and would issue a building permit or can demonstrate that there are no remaining municipal impediments to the development. Modest-Cost Homeownership Units - Municipalities are ranked acco;ding to the percentage of their total homesteaded housing units in 1980 which are within a modest-cost range based on 1980 market value data compiled by the county. Modest-Cost Rental Units - Municipalities are ranked according to the percentage of their total rental housing within a modest-cost range based on the most current census data. (For example, units renting for between $150 and $199, 1970 census). 2
