GOALS AND IMPLEMENTATION PROGRAMS TO PROVIDE <br /> HOUSING OPPORTUNITIES <br /> <br />Municipalities receive points as indicated if their <br />comprehensive plan includes goals and implementation programs <br />as described below: <br /> <br />Points <br /> <br />3 <br /> <br />12. Low- and Moderate-Income Housing Opportunities <br /> Goal - <br /> A numerical low- and moderate-income housing <br /> opportunities goal consistent with the <br /> Council's ten year fair share plan for low- <br /> and moderate-income housing opportunities.** <br /> <br />13. Modest-Cost Housin~ Opportunities Goal - <br /> A numerical modest-cost housing opportunities <br /> goal consistent with the Council's ten year <br /> fair share plan for new modest-cost private <br /> market housing opportunities.** <br /> <br />14. Programs to Achieve the Low- and Moderatez <br /> Income Housing Goa~ - <br /> Specific local, regional, state or federal <br /> programs to be used to achieve the community's <br /> low- and moderate-income housing opportunities <br /> goal. <br /> <br />15. Programs to Achieve Housing Maintenance and. <br /> Rehabilitation Goals - <br /> Speeific rehabilitation loan and grant <br /> programs or local funding efforts to be used <br /> to achieve the community's housing maintenance <br /> and rehabilitation goals. <br /> <br />6 <br /> <br />Local Housing Initiatives - Fiscal and <br />Financial - <br />Municipalities which have used fiscal devices <br />or initiatives such as tax-exempt mortgage <br />revenue bonds, tax increment financing related <br />to housing, or CDBG or local funds to assist <br />the development of new low- and moderate- <br />income or modest-cost housing opportunities <br />are awarded two points for each activity. <br />Points are awarded once for each type of <br />activity and are maintained for two years, or <br />as long as the activity is continuing. <br />Maximum of six points. <br /> <br />4 <br /> <br /> <br />
