METROPOLITAN CO'UN C I L
300 Metro Square Building, Saint Paul, Minnesota 55101

October 10, 1980

MEMORANDUM

TO: CAB Study Committee

FROM: Jim Barton ~

SUBJECT: Meeting Notes - October 8,

1980, Brooklyn Park

The following are summaries of agenda items presented and ensuing
discussions.

I. BRIEFING ON STATUS OF 201 STUDIES

A. Status of Local 201 Studies

It was brought to the committee's attention that there
was a delay in the 201 studies both for Champlin and
Brooklyn Park which appeared to be due to a lapse in
communication between the cities and the Pollution Control
Agency. The problem was further compounded by a freezing
of funds which were not scheduled to be released until
October.

These studies need to be completed prior to the PCA's
preparation of the state's project list which will
be adopted around June of 1981. Representatives from
Champlin and Brooklyn Park informed the committee that
contacts had already been made, and it appears that the
appropriate questions that .are needed to be answered
are being responded to so that the work may proceed as
scheduled.

It was also noted that the City of Ramsey, although it
was not included in the initial selection process, had
Petitioned PCA early in the year to be included in the
program. To date, there had not been a formal response
by PCA. I said I would contact PCA staff to determine
the status and see what had to be done in order for a
decision to be made.

B. Progress Report - Problems with Metro Treatment Plant

Jack Frost informed the committee of efforts that were
currently underway to remedy the problems at the Metro
Treatment Plant. In his presentation Jack made the
following points:

1. Performance of the plant has improved significantly
and is currently meeting standards.
