300 Metro Square ]~uilding, 7th Street and Robert Street, Saint Paul, Minnesota 55101 <br /> <br />A~ea 612, 291-6359 <br /> <br /> July 8, 1980 <br /> <br /> Ms. Terry Hoffman, Director <br /> Minnesota Pollution Control Agency <br /> 1935 west County Road B-2 <br /> Roseville, Minnesota~~3 ' <br /> <br /> Dear 5~__ qe~f-'-f~an . <br /> <br />We have reviewed the three points summarizing your acency's <br />concerns regarding the proposed Champlin, Anoka, Brooklyn Park <br />{CAB) Interceptor, as contained in your letter of June 11, 1980. <br /> <br /> First, we are awareof the cost-e~fectiveness requirements that <br /> must be met if federal and state grant funding are to be sought. <br /> It is our hope that the current freeze on funding will not cause <br /> significant delays in the overall decision-making process. <br /> <br /> Second, the current draft of the Commission's Systemwide 201 <br /> Facilities Plan identifies Dry Weather Relief Interceptor (in- <br /> cluding the Minneapolis East Interceptor) as having a Nigh <br /> priority with construction tentatively scheduled to begin in <br /> 1982. <br /> <br />Third, we have recently reviewed the Council's financial status <br />concerning additional bonding ability. This was undertaken as <br />part of our review of the Commission's Development Program amend- <br />ment-revie~.- At the present time, it appears that the Council <br />would have to be faced with a need to sell in excess of $100 <br />million in bonds for the ~CC alone in a one year period in order <br />to impact our financial indicators. If that amount were to be <br />fully matched by federal and state funding, your agency would be <br />faced with obligating $900 million to the metropolitan area in a <br />one year period. In view of the history of federal and state <br />water pollution control funding in the Metropolitan Area ($281 <br />million from 1973 to 1979),-it appears that the regional funds <br />are more readily available than the federal/state match- The <br />average grant funds in the four most recent years is $50.8 <br />million, approximately one-seventeenth of the amount necessary <br />to fully match a local $100 million bond issue. Consequently, <br />the provision of necessary local matching funds will not be <br />affected if CAB is constructed with entirely local fundS. <br /> <br /> <br />
