Ms. Terry Hoffman, Director Minnesota Pollution Control Agency July 8, 1980 Page 2 Although we believe that it will be possible to be fully responsive to most of the conditions you have identified, I think it is appropriate at this time'to call your attention to one area of concern that is not within the control of the Council or the Metropolitan Waste Control Commission, relief capacity at the Metropolitan Wastewater Treatment Plant (MWq~TP). As you are aware, Mr. John McGuire, the U.S. EPA Administrator for Region V, has disapproved that portion of the Council's 208 plan dealing with improvements at the MWWTP. Although we appreciate your attempt to clarify the impact and'implica- tion of that dis'approval, as evidenced by your letter of April 18, 1980 to Mr. McGuire, we are as'yet uncertain about the changes needed for approval to be obtained. Furthermore, your letter of May 28, 1980 to Mr. Salisbury Adams, Chairman of the MWCC, concerning potential problems with funding a Step 2 Grant for the Additional Treatment Project at the MWWTP, provided additional complications to the Council's and ~CC's attempts to prepare a realistic schedule for construction at MWWTPo Despite the delays and uncertainty created by EPA's failure to provide clear and timely guidance on improvements at Metro- politan. Council, I fully expect the Council to act this Summer ina Development Program amendment approving additional treatment capacity at the MWWTP. Nevertheless, timely decisions by EPA, and the continued co-operation of your agency, will be-necessary for us to be fully responsive to point 2.a. in your June llth letter.
