Ms. Terry Hoffman, Director <br />Minnesota Pollution Control Agency <br /> <br />July 8, 1980 <br />Page 2 <br /> <br />Although we believe that it will be possible to be fully <br />responsive to most of the conditions you have identified, I <br />think it is appropriate at this time'to call your attention <br />to one area of concern that is not within the control of the <br />Council or the Metropolitan Waste Control Commission, relief <br />capacity at the Metropolitan Wastewater Treatment Plant (MWq~TP). <br />As you are aware, Mr. John McGuire, the U.S. EPA Administrator <br />for Region V, has disapproved that portion of the Council's <br />208 plan dealing with improvements at the MWWTP. Although <br />we appreciate your attempt to clarify the impact and'implica- <br />tion of that dis'approval, as evidenced by your letter of April <br />18, 1980 to Mr. McGuire, we are as'yet uncertain about the <br />changes needed for approval to be obtained. Furthermore, your <br />letter of May 28, 1980 to Mr. Salisbury Adams, Chairman of <br />the MWCC, concerning potential problems with funding a Step <br /> 2 Grant for the Additional Treatment Project at the MWWTP, <br /> provided additional complications to the Council's and ~CC's <br /> attempts to prepare a realistic schedule for construction at <br /> MWWTPo <br /> <br /> Despite the delays and uncertainty created by EPA's failure <br /> to provide clear and timely guidance on improvements at Metro- <br /> politan. Council, I fully expect the Council to act this Summer <br /> ina Development Program amendment approving additional treatment <br /> capacity at the MWWTP. Nevertheless, timely decisions by EPA, <br /> and the continued co-operation of your agency, will be-necessary <br /> for us to be fully responsive to point 2.a. in your June llth <br /> letter. <br /> I and the Council staff, would be pleased to discuss these <br /> matters with you, if you so desire. <br /> <br />Very sincerely, <br /> <br />Charles R.
