The need for a second Ramsey connection to the CAB came out ' of the CAB study committee process. Our position since 1977 has consistently been that until Ramsey submits a plan that is reviewe~ by the Metropolitan Council, and in which the need for and the tgm~ng of the second connection is docum.,ented, the Counc$1 well not formally .set a timetable for'the connection. This position was outlined in Council staff member Lee Starr'$ memo which is attached. The memorandum suggests a target date of 1984 which, in our estimation, is the earliest date a facility could be put in place. Current 201 studies put the date at 1987 or later. These dates reflect Metropolitan need in the absence of a reviewed local comprehensive plan. The date ultimately established will be-based on' doc~mentated need. The comprehensive Sewer plan which was forwarded to the Council in 1978 was necessary to provide information on a probable design for the city's sewer system to be used in preparing plans and specifi- cations for the ~_noka segment. The extension cannot be programmed until the following events occur: 1. There is agreement among the Metropolitan Council,. the Waste Control Commission and Ramsey on the need and timing for the second Ramsey connection through the comprehensive plan review process. 2. This 'nee~,:is included in the Council's 208 Water Quality Plan. 3. Once in the 208 Water Quality Plan, the Waste Control Commission includes the second connecticn in its development program.. 4. Once approved as part of the development program, the facility then be included in the commission's annual capital budget presuming, of course, there will be metropolitan and federal dollars available.
