Page 2 <br /> <br />The coordination between the Ramsey comprehensive plan and" <br />the critical area plan has also been the subject of discussion. <br />The Governor's ExeCutive Order states that local critical area <br />plans must be consistent withMetropolitan Council policies. <br />These policies are outlined in the Council's Development Fra/r.e- <br />work and Water Quality Management.plans. <br /> <br />The critical a~D~' in Ramsey is designated as both "General <br />Rural Use" and "Urban Service" area according to Development <br />Framework. However, the city's critical area plan does not <br />delineate which area are General Rural Use and which are <br />Urban Service areas. The plan also proposes 2.5 acre lot <br />sized throughout the river corridor, which the Development <br />Framework defines as urban density. In addition, the Council <br />advocates one-in-10-acre use in General Rural Use regions. <br />The Ramsey critical area plan is inconsistent with Council <br />policies as the Council determined in its April, 19~0 review. <br /> <br />The Critical Area Interim Development regulations, which <br />apply to Ramsey, require a minimum five-acre lot size <br />in unsewered areas. However, the Interim Regulations are <br />automatically revoked when the city adopts its critical <br />area plan and the Environmental Quality Board approves the <br />regulaticn~. <br /> <br />The river corridor in Ramsey ~(and'Dayton) has been designated <br />by Department of Natural Resources as part of the Minnesota <br />Wild and Scenic Rivers. The area extends from St. Cloud to <br />the Anoka boundary and thus coincides with the Critical <br />Area designation. The DNR minimum lot size under Wild <br />and Scenic Rivers is just under 2 acres. The DNR has agreed <br />not to require adoption of the Wild and Scenic River standards <br />where Critical Area requirements are more restrictive with <br />respect to.lot sizes and densities. <br /> <br />I sincerely hope this articulates the Metropolitan Council <br />policies and positions.
