Initial Twelfth Period Allocation <br /> <br /> Th~ lnittal twelfth period allocation amount shown on ORS Form 3233 <br />was computed using the data reported on the form. The impact of individual data <br />factors upon a government's general revenue sharing allocation ia <br />discussed elsewhere in this letter. <br /> <br /> Data Updates for Entitlement Period 12 <br /> <br /> Newly updated Census Bureau estimates of population as of July 1, <br />1978 are being used for the initial allocations of Entitlement Period 12. <br />These data have been estimated on the basis of available current information <br />on tax returns, vital statistics, and other series indicative of chmnge <br />in population since the 1970 census. The April 1, 1980 Census counts of <br />population are currently scheduled to replace the 1978 estimates for the <br />final allocations for Entitlement Period 12. However, the use of April 1, <br />1980 Census counts of population in calculating Entitlement Period 12 final <br />allocations is contingent upon the availability of these data from the Bureau <br />of the Census by June 1, 1981, prior to the final allocation of the period. <br />The 1977 per capita income amount shown on Form 3233 is a newly developed <br />estimate which incorporates data revisions received from the Bureau of <br />Economic Analysis as well as the results of the 1974 Census of Agriculture. <br /> The adjusted tax and intergovernmental transfer data factors relate to <br />Fiscal Year 1979. Fiscal Year 1979 is your government's twelve-month <br />accounting period which ended between July 1, 1978 and June 30~ 1979. <br />Do not confuse the Fiscal Year 1979 data with the data currently being col- <br />lected by the Census Bureau for Fiscal Year 1980 which ended between July 1, <br />1979 and June 30, 1980. The Bureau of the Census annually conducts a general <br />revenue sharing survey to collect data pertaining to adjusted taxes and <br />intergovernmental transfers. The word "NONRESPONDENT" and a $0 initial <br />allocation is shown for those governments which had not responded for <br />Fiscal Year 1979. If your government has not yet responded im this survey~ <br />it is stronsly urged that the correct data be provided at this time, <br />supported by appropriate documentation. Otherwise~ the entire entitlement <br />and payments for your government may be Jeopardized. <br /> <br /> Impact of Data on Revenue Sharing Allocations <br /> <br /> In general, a govermment's allocation i~rease8 when its pe~ <br />income falls or when its a~3'usted tax figure r/sea, and vice-versa. However, <br />it is always the relative amount of these factors as compared with similar <br />factors for competing governments that ultimately determines the actual <br />amount of each allocation. Intergovernmental transfers interact in the <br />allocation formula only when the "50 percent rule" applies. This rule <br />limits a government's allocation to 50 percent of the total of its adjusted <br />taxes and intergovernmental transfera.~ <br /> <br /> <br />
