Preface <br /> <br /> General revenue sharing funds are dis- <br />tributed using a complex allocation formula <br />which requires approximately two hundred <br />thousand data elements. The formula, con- <br />tained in the State and Local Fiscal Assis- <br />tance Act of 1972 and the amendments of <br />1976 and 1980, is intended to ensure that <br />the funds appropriated are distributed to <br />the approximately 40,000 units of State and <br />local government in an equitable manner. <br /> <br /> This booklet has been prepared by the <br />Office of Revenue Sharing to assist §eneral <br />revenue sharin§ recipients and others in- <br />terested in the Program in understanding <br />the precise definitions of the data elements <br />used in the intrastate allocation process. <br />Population, per capita income, adjusted <br />taxes, and intergovernmental transfers are <br />the four data elements used for units of <br />local government.
