POPULATION <br /> <br /> Population ol Counties, Citlest <br /> Towns and Townships <br /> <br /> The population of a unit of government <br />for the initial allocations for Entitlement Pe- <br />riod 12 of revenue sharing is the resident <br />population as of July 1, 1978 as determined <br />by the Bureau of the Census. The April 1, <br />1980 Census counts of population currently <br />are scheduled to replace the 1978 estimates <br />for the final allocations for Entitlement Pe- <br />riod 12. However, the use of April 1, 1980 <br />Census counts of population in calculating <br />Entitlement Period 12 final allocations is <br />contingent upon the availability of these <br />data from the Bureau of the Census prior to <br />the final allocation of the period. Govern- <br />ments will have the opportunity to review <br />their 1980 population data if these data ac- <br />tually are used in the final allocations of En- <br />titlement Period 12. <br /> <br /> The 1978 population estimates were de- <br />rived by the Bureau of the Census using a <br />component procedure whereby compo- <br />nents of population change are estimated <br />separately and then added to the enumer- <br />ated 1970 census populations of the units of <br />local government. The 1970 population <br />base reflects all population corrections <br />made to the data after the initial Bureau of <br />the Census publications as well as changes <br />due to new incorporations, disincorpora- <br />tions and annexations. <br /> <br /> The components of population change <br />are: <br /> <br /> 1. Natural increase, i.e., the excess of <br /> births over deaths: Annual births and <br /> <br />1 <br /> <br /> <br />
