deaths were compiled from State vital <br /> statistics offices supplemented by data <br /> from the National Center for Health <br /> Statistics. County statistics were avail- <br /> able for all States. When vital statistics <br /> were not available for all areas within a <br /> county, the births and deaths for these <br /> areas were estimated and adjusted to <br /> agree with county-level figures. <br /> <br /> 2. Net Migration: This component of <br /> population change was estimated for <br /> each unit of government by devel- <br /> oping net migration rates from Federal <br /> income tax return data. Returns were <br /> matched from one filing date to an- <br /> other in order to determine mover/ <br /> nonmover status. For the July 1, 1978 <br /> population estimates these rates were <br /> derived from 1976 and 1977 returns <br /> which were filed in April 1977 and <br /> 1978, respectively. The number of <br /> those who moved in, minus the num- <br /> ber who moved out, yields the net mi- <br /> gration. The rate computed from these <br /> data was applied to the total nongroup <br /> quarters population in an area, which <br /> was the population that was not re- <br /> siding in an institution, college, or mil- <br /> itary barracks. These latter special <br /> population groups were accounted for <br /> separately, as were immigrants from <br /> abroad. <br /> <br /> For all areas where special censuses have <br />been conducted by the Bureau of the Cen- <br />sus close to the 1978 estimate date, and <br />in selected areas where special, censuses <br />are conducted locally, the special census <br />counts were used in the preparation of the <br />estimates. In these cases the special census <br /> <br />2 <br /> <br />counts were adjusted to the July 1, 1978 <br />estimate date. In addition, the subcounty <br />estimates in six States prepared by the <br />Bureau of the Census were averaged with <br />estimates produced by State agencies par- <br />ticipating in the Federal-State Coopera- <br />tire Program for Local Population Estimates. <br />These States are: California, Florida, New <br />Jersey, Ore§on, Washington and Wisconsin. <br /> The July 1, 1978 population estimates for <br />counties represent the average change be- <br />tween July 1, 1977 and July 1, 1978 adminis- <br />trative record-based estimates derived by <br />the procedures described above, and Com- <br />ponent Method II estimates derived from <br />the Federal-State Cooperative Program. <br />This average change was added to the July <br />1, 1977 county estimates to yield July 1, <br />1978 county estimates. The county popula- <br />tions were further adjusted to be consistent <br />with State estimates published by the Bu- <br />reau of the Census in Current Population <br />Reports, Series P-25, just ~ the population <br />estimates for the governments in each <br />county were adjusted to be consistent with <br />the county population figures. <br /> The July 1, 1978 population estimates re- <br />late to boundaries as of December 31, 1978. <br />Adjustments to the 1970 population base <br />were made for new incorporations, disin- <br />corporations, and qualifying annexations. <br /> <br /> Population of Indian Tribes and Alaskan <br /> Native Villages <br /> <br /> The population of an Indian tribe or Alas- <br /> kan native village for the initial allocations <br /> for £ntitlement Period 12 is the resident <br /> population as of July 1, 1978 as determined <br /> by the Bureau of Indian Affairs. The April 1, <br /> <br /> <br />
