1980 Census counls of population currently' <br />are scheduled to replace the 1978 estimates <br />for the final allocations for Entitlement Pe- <br />riod 12. However, the use of April 1, 1980 <br />Census counts of population in calculating <br />Entitlement Period 12 final allocations is <br />contingent upon the availability of these <br />data from the Bureau of the Census prior to <br />the final allocation of the period. Tribes and <br />native villages will have the opportunity to <br />review their 1980 population data if these <br />data actually are used in the final allocations <br />of Entitlement Period 12. <br /> For Indian tribes, the resident population <br />is the number of Indians living within the <br />boundaries of the tribal reservation plus the <br />number of Indians living on trust land (in- <br />cluding public domain allotments) adjacent <br />to the reservation and pertaining to the <br />tribe. The adjacent trust land may be trib- <br />ally owned or individually owned. Resident <br />non-Indian members of families with an In- <br />dian head or spouse are also included in the <br />population estimate. <br /> <br /> For Alaskan native villages, the resident <br />population is the number of Indians, Aleuts <br />and Eskimos living within the boundaries of <br />the village. Resident non-Alaskan native <br />members of families with an Alaskan native <br />head or spouse are also included in the <br />population estimate. <br /> The methodology used by the Bureau of <br />Indian Affairs to update the 1970 popula- <br />tion of an Indian tribe or Alaskan native vil- <br />lage depended on the type of accurate data <br />that was available for that tribe or village. <br />In general, the population estimates were <br />derived using a component procedure in- <br />corporating a natural increase rate (births <br /> <br />4 <br /> <br />minus deaths) as reported by the Indian <br />Health Service and a net migration rate <br />from Bureau of the Census data. Another <br />example of the type of data used to develop <br />the July 1, 1970 population estimates are <br />lists of residents suppIied by the tribe or <br />native village. <br /> <br />II. PER CAPITA INCOME <br /> <br /> The 1977 per capita income (PCI) is the <br />estimated mean or average amount of total <br />money income received during calendar <br />year 1977 by all persons residing in a given <br />political jurisdiction in April 1978. The 1977 <br />PCI estimates are based on data from the <br />1970 census and reflect corrections to the <br />census data as well as changes in income, <br />population, and geographic boundaries <br />which have occurred since 1970. The 1977 <br />PCl estimates were published by the Bureau <br />of the Census in Current Population Report~, <br />Series P-25, in reports for the four Census <br />regions. The estimates being used for reve- <br />nue sharing will not agree exactly with all of <br />the figures in the P-2S reports, since cot- <br />rections have been made to the data sub- <br />sequent to the publication of the reports. <br /> The 1970 census PCI data were updated <br />to 1977 based on income data from the <br />1969, 1972, 1974, 1975, and 1977 Federal <br />income tax returns and State and county <br />money income estimates prepared by the <br />Bureau of Economic Analysis (BEA) to <br />measure the change from 1969 to 1977. <br /> <br /> Total money income is the sum of: <br /> <br /> · Wage and salary income <br /> <br /> · Net nonfarm self-employment income <br /> <br /> <br />
