The Council Personnel Committee met at 7:00 A.M., February 13, 1981, at <br />the Ramsey Municipal Center, Ramsey, Minnesota 55303 <br /> <br />Present at this meeting: <br /> <br /> Councilman Gary Reimann (Council Personnel Committee ) <br /> Councilman A1 Sorteberg (Council Personnel Committee ) <br /> <br />Others in attendance at this meeting: <br /> <br /> Lloyd G. Schnelle (City Employee) <br /> Clayton R. Berg (City Employee) <br /> <br />The purpose of this Council Personnel Committee meeting was to discuss the <br />following subject matters: <br /> <br />l) Councilman Reimann asked if the Public Works Department had a definite <br />policy in regards to coffee breaks smd lunch breaks as the Police Depart- <br />ment. Councilman Reimann asked how Merle's time was accounted for and the <br />use of the City pickup truck in regards to taking it home. <br />The City Administrator stated that Merle served in a supervisory capacity <br />which meant he would be required to exceed the normal 40 hours work week. <br />Further, it would be difficult to have him take coffee breaks and lunch <br />breaks at set times. Council Personnel Cormmittee agreed that Merle's <br />duties were more involved as a supervisor. <br /> <br />2) Discussion was held on having the City Council review the City purchase <br />orders prior to the purchases being made by the City Staff. <br /> The City Administrator cited that the Council was only to review the pur- <br /> chases that were for new items. It was not meant for Council to review <br /> items that were of a repair or replacement nature, etc. The City Admini- <br /> strator stated he would prefer not to submit the above type purchases to <br /> the Council as it created more work. Council Personnel Committee stated <br /> they were satisfied with the City Staff in handling of purchases. Con- <br /> sequently, this new routine of submitting purchase orders to Council for <br /> purchase approval except where policy or State law dictates this will be <br /> accomplished. <br /> <br /> 3) City Administrator discussed with the Council Personnel Committee about <br /> the City of R~E~ey leasing a data input equipment which would allow the City <br /> of R~m~ey to input their own data into the computer which is located at the <br /> City of Anoka. <br /> <br /> Secondly, the City Administrator asked if the Council Personnel Committee of <br /> the possibility of having Sheila Beyer take a bookkeeping I Course at the <br /> Anoka-R~m~ey Junior College and the City picking up the cost of this course <br /> which would be approximately $58.00.
