TO: Mayor and City Council <br /> <br />FROM: City Adminsitrator <br /> <br />RE: Staff Report <br /> <br />l) Legislation - We have been very busy on legislative matters in regards <br />to State Aids. It really becomes a very frustrating issue as it is difficult <br />to believe that lawmakers can be so darn naive about a law that has so many <br />ineqnLities in it. The following is a brief run down on February: <br /> <br />a) February 5, 1981 - Meeting with John Clawsen in pre- <br />paring legilsation on State Aid. <br /> <br />b) February 3, 1981 - Attended House Tax Committee and <br />also met with Representative IrvAnderson and Administrative <br />Assistant to Speaker of the House Mr. Siebens. <br /> <br />c) February 9, 1981 - Meeting with Mr. Renner, Assistant <br />Commissioner of Revenue, State Auditor, State Senator Randy <br />Peterson, Governor's man from State Planning and ~r. <br />Gardner. This meeting was basically to tell us that the <br />Governor's high powered people had done a study on State <br />Aid but they didn't have any results from it. Also to <br />tell us they were not proposing a change to the law. <br /> <br />d) February 17, 1981 - Attended Citizen League meeting at <br />7:30 A.M. at the Minneapolis Grain Exchange. The speaker <br />for this meeting was Wayne Burkgraff and it was on the <br />Governor's 1982 - 1983 budget and it is not going to do <br />Ramsey any favors. At 10:15 A.M. I met with Representative <br />Steve Novak as he heads up the House Sub Committee on the <br />State Aid Bill. He appeared quite impressed with what we <br />had to say on this issue. He is going to have us testify <br />when they have their hearings. <br /> <br />e) February 19, 1981 - Attended Citizen League meeting on <br />Governance In the Metropolitan Area. The speaker was <br />Senator Myrton Wegener as he is Chairman of the Senate <br />Local Government Committee. I did speak up at this meeting <br />in regards to how these mandated programs are affecting us <br />and how out of control they are for cities like Ramsey. <br />I also addressed the issue on how all these layers of <br />government don't really solve any problems in assisting to <br />gain new legislation. I will give a basic example to this <br />at the Council meeting. <br /> <br /> <br />
