The <br />program is designed to encourage and recognize successful comTtmity <br />efforts to prepare for and prcm0te economic develoI~ent- <br /> Cc~unities which have not fully prepared for industrial develol~nent <br /> and do not have the best resources to create a formal preparedness <br /> plan on their own will find the program valuable. %Ye encourage the <br /> p~rticipation of all cc~rm~ities throughout our great state. <br /> The el~nents contained in the program have proved to be effective <br /> methods for enhancing cc~n~nities' chances to achieve desired growth <br /> through econcmic develol/aent- The important role that the com'~unity <br /> plays in successful economic develol~nent must be emphasized. Each <br /> year approximately 1,500 industrial plant e~pansions occur nationally. <br /> Half of those expansions are to areas that provide some natural re- <br /> source required in the firm's manuf~tl~ring process. ~e remaining <br /> 750 plant expansion decisions are subject to intense con~etition <br /> mT~ng cities. This ccmpetition makes it increasingly important for <br /> c~mmities to be prepared to address econcmic develol~nent in a de- <br /> liberate and professional manner. <br /> It is my hope that your c~rr,~nity will give every consideration to <br /> pa~icipating in the program and becc~Jng a ~d_nnesota Star City for <br /> economic develol~nent- <br /> Sincerely, <br /> <br />Kent E.
