If Council accepts the bids and awards a contract for construction of the improvements, letters will be mailed to
<br />property owners with updates on the project status. Engineering Staff maintains City Improvement webpages with
<br />the most current project information, this can be found on the City website, Engineering department page.

<br />Alternative #1 — Motion to adopt Resolution #23-081 awarding a contract for 161 st Avenue Reconstruction,
<br />Improvement Project #23-01.

<br />Funding Source:
<br />Funding for this improvement is proposed to come from MSA funds, Stormwater Utility Funds, Sanitary Sewer
<br />Utility Funds, Water Utility Funds, and Park Improvement Trust Funds. City Staff applied for the State Active
<br />Transportation Grant to help offset construction costs of the trail, but were unsuccessful at obtaining the grant
<br />award.
<br />Bids were advertised in the Anoka Union Herald and in Finance and Commerce on March 17 and March 24,
<br />2023. On April 19, 2023 a total of nine (9) bids were received, opened, and tabulated, and the following bids
<br />were found to comply with the advertisement for bids.

<br />The bid of Northern Lines Contracting, Inc. of Hanover, Minnesota, in the amount of $1,244,237.29 for the total
<br />bid construction of said improvements in accordance with the approved plans and specifications and
<br />advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 23-percent brings
<br />the total project costs to $1,530,411.87.
<br />The low bid is 22-percent less than the engineer's estimate, primarily due to lower than anticipated bituminous
<br />and excavation costs.
