SUI.~AR¥

Given the potential positive benefits from recovering landfill gas and
utilizing this alternative energy resource, Anoka County is proceeding
to develop an engineering feasibility for the Anoka/Ramsey Landfill. It
is the anticipation of the County Board that this effort will prove to
be extremely beneficial for the entire metropolitan area as a demonstration
of this relatively low cost and apparently economically feasible
technology. Should this effort prove to meet the expectations of the
County Board, it could well prove to change the direction of solid waste
planning for the future of the metropolitan area and reverse the current
negative interest of many communities in locating sanitary landfills. A
revenue producing enterprise is clearly going to be looked upon differently
than that which has traditionally created only problems for municipal
and local governmental officials.

It is clear that regardless of the outcome of the Anoka County effort,
Minnesota can expect much more analysis and possible implementation of
landfill gas recovery projects in future years. Hopefully, the beneficial
effects associated with the recovery of landfill gas will dispel some
of the negative public reactions of landfilling of our solid wastes
while at the same time contribute significantly to our very limited fuel
supply inventory in this metropolitan area.

-6-
