Since <br /> no ~inal site has been selected and the Ramsey Comprehensive Plan not <br /> reviewed by the Metro Council, our review of the Phase II report is of <br /> an informal nature and focuses more on the planning process. <br /> <br /> The Phase I report (July 1980) established that the City of Ramsey <br /> determined the need for a replacement airport. This new facility <br /> would be developed to meet the FAA's criteria for a Basic-Utility: <br /> Stage II Airport; such a designation is consistent with the "Minor" <br /> role designation that the Metro Council would use for a public <br /> owned/operated airport in that part of the region. <br /> <br /> In the analyses of metro aviation demand for the 1977 Aviation System <br /> Plan it was determined that. Gateway North Ind. Airport was inadequate <br /> to meet the criteria for public ownership and funding. Furthermore, <br /> it was not located such that it would adequately serve aviation demand <br /> generated from within the Metro Urban Services Boundary (M.U.S.A.) or <br /> serve to sufficiently relieve the pressure on Crystal and Flying Cloud <br /> Airports. Consequently, an airport search area for a new airport was <br /> designated in West Central Henn. Co. for locating a general aviation <br /> reliever airport. <br /> Although the Council is re-evaluating the Aviation Chapter of the M.D.G. <br /> in 1982, it still appears that a new Ramsey Airport would only serve <br /> its own sub-regional area and could provide only marginal relief for <br /> M.U.S.A. area demand. Therefore, as I see it, the major justification <br /> for a new Ramse¥ Airport is that it already has proven demand (30+_ <br /> based aircraft)-and serves the local needs of two freestanazng <br /> communities (Anoka and Elk River) and several rural trade centers. <br /> Questions on future funding and development of the new airport would <br /> thus be predicted on this being a municipal facility and not <br /> owned/operated or otherwise supported as a M.A.C. airport. <br /> <br />An A~ency Created to Coordinate the Planning and Development of the Twin Citi~ Metropo~tan Area Comprising: <br />Anoka County 0 Carver County 0 Dakota County O Hennepin Coun~ 0 Ram~y County 0 Scott County O W~hington County <br /> <br /> <br />
