Schnelle - March 20, 1981 <br /> <br />As regards the plann~.ng process, it appears that amendment of the <br />Aviation Guide Chapter is not necessary in order for Ramsey to begin <br />final site selection. Once the City has reached agreement concerning <br />the General Mills property it could proceed to initiate a request for <br />a final site selection study (airport layout plan) which would normally <br />include an environmental and financial analysis. Upon completion of <br />the study, it would be submitted to Mn/DOT for technical review and <br />Metro Council for general planning review comments. <br /> <br />Following local reviews and approvals the study results would be sub- <br />mitted for Metro Council review in the form of an amendment to the <br />Ramsey comprehensive plan (assumes the comprehensive plan has been <br />reviewed and approved sometime in 1981). <br /> <br />In order for the city comprehensive plan to be consistent with the <br />Aviation Chapter of the M.D.G. and the Metro Land Planning Act, it <br />should meet the Mn/DOT and FAA requirements as discussed in the Phase II <br />report and the information on control of general airspace obstructions, <br />specific airport airspace and land use safety zoning and seaplane <br />operations on the Mississippi River. It is my understanding that <br />Jim Barton of our local planning assistance office will be talking <br />to you on 3/23/81 concerning these items as they are covered in your <br />current draft of the Ramsey Comprehensive Plan.
