NAIOP <br />LEGISLATIVE <br /> REPORT <br /> <br />QUESTIONNAIRES The Minneapolis-St- Paul <br /> member profile which <br />was completed two years ago will be updated· Members <br />will be asked to complete a new questionnaire wlfich will <br />have sections pertinent to both developer and associate <br />members· The committee, to maintain confidentiality, has <br />employed the firm of Haskins and Sells to collect the data. <br />When we deal with our lawmakers and regulators, it is im- <br />portant for them to know the magnitude of jobs, payroll <br />and tax revenues that we produce. <br /> <br />INDUSTRIAL A bi]] for limiting the <br /> use of Industrial Revenue <br />REVENUE BONDS Bonds has been intro- <br />duced by representatives Berkelman, Schreiber, Wynia, <br />Friedrich, House File No. 22, which attempts to preclude <br />the use of this method of f'mancing for commercial devel- <br />o ment. Your legislative chairman, Jim Stuebner, and our <br />l)eP;slative advisor will be meeting with Mr. Schreiber, one <br />of the sponsors, to discuss this legislation. <br />Some other ideas were suggested on this topic: <br /> 1. Return the approval of revenue bonds to the Economic <br /> Development Department. <br /> 2. Publish the level of bonds sold rather than the mountS <br /> authorized. <br /> 3. Estalish local guidelines for issuing the bonds. <br /> It is important that Minnesota remain competitive with its <br /> neighboring states to avoid the movement of companies <br /> out of our state. NAIOP is in favor of the current status <br /> of the use of Revenue Bond Financing. Jobs and tax base <br /> are the direct result of this financing vehicle. <br /> <br />TAXES The committee recom- <br /> mends that Minnesota's <br />capital ~ain taxation method conform to the federal com- <br />putation. To attract top management to our state, income <br />tax relief for the high income individuals is necessary. <br /> <br />The NAIOP Legislative Committee met on February 5, <br />1981. In attendance were Jim Stuebner, Jim Campbell, <br />Sam Marfield, Jeff Coult, Robert Hoffman, Harry Yaffe <br />and Ben Steinberg. <br /> <br />Other Areas for Legislatioe Monitoring <br />TAX INCREMENT Though there is no bill at <br /> this time, the use of tax <br />FINANCING increment financing for <br /> · terchan es and other highway projects is being ques- <br /> ~ ~a ~is mav have a detrimental impact on.ac~c~s to <br /> don ..... Z: ' . ~,~ .~ Umitin*, this methoa or nnan- <br /> property ~ance an mru~ <br /> cing is made, other restrictions may be in the offing. <br /> COMPREHENSIVE To refresh your memo~ <br /> fy, municipalities in the <br /> PLANS Metro area were to have <br /> submitted Comprehensive Guide Plans to the Metropolitan <br /> Council for their approval by June, 1980. For the most <br /> part this has been accomplished. Proposals are now being <br /> introduced to expedite approval of changes for the plans. <br /> Under the new proposal, the Metropolitan Council would <br /> h~ve 10 days to decide if the plan change affects sewer, <br /> roads, parks or airports. If the Council deemed the change <br /> to have no impact, the Council would sign off on the <br /> change. If the plan change were deemed to have an impact, <br /> a 90-day review with continuations allowed would be in- <br /> stituted. Consult the community's Guide Plan in your <br /> land purchase decisions. It is our understanding that future <br /> zoning will follow the Guide Plan. <br /> Environmental Impact Statesment regulations will be dis- <br /> cussed. Could a community's Comprehensive Guide Plan be <br /> a substitute for an Environmental Impact Statement? En- <br /> vironmental issues entered into the development of the <br /> commumty plan. A task force has been formed to study <br /> this issue. <br /> <br /> DEPARTMENT OF NAIOP supports an in- <br /> crease in this depart- <br /> ECONOMIC ment's budget. It is oper- <br /> DEVELOPMENT ating on the same budget <br /> as four years ago. The Economic Development Department <br /> was recommended to handle the business licensing, now <br /> administered by other agencies- <br /> The Committee encourages any member in good standing <br /> to attend its meetings, which are held at 7:30 a.m. at the <br /> Ambassador Motel. The next meeting will be held Wed- <br /> nesday, March 11, 1981. - Harry I.
