III. PROGRAM ISSUES <br /> <br />CAB INTERCEPTOR & ANOKA WASTE HATER TREATMENT PLANT <br />The accepted routing is shoYm in the attached Exhibit A. Connection <br />is to be made with the existing facility in Brooklyn Park and extend <br />northerly and westerly through Brooklyn Park, Champlin and Anoka. <br /> <br />The interceptor is referenced as the "Anoka Segment"* which is located <br />entirely within the City of Anoka, north of the Mississippi River and <br />will outfall into the existing Anoka Waste Water Treatment Plant <br />(AI,~TP). The "Lower Segment" of the CAB is located south of the river <br />in the Cities of Champlin and Brooklyn Park. <br /> <br />1. The approved ultimate program calls for all sewage from the CAB <br /> area co,unities to be carried by the CAB interceptor south to <br /> the existing line in Brooklyn Park. <br /> ISSUES: <br /> <br /> Temporary use of the AWWTP. <br /> <br /> Improve capacity of AWWTP to handle "Anoka CAB Segment" flows to <br /> the year 1990. Are these costs eligible for state and federal <br /> <br /> grants? '- <br /> <br /> Impact of the continued and increased use of the AWWTP on the <br /> river environs? Also on the core cities water intakes? <br /> <br /> Will continued use of the AWWTP to treat portions of the CAB area <br /> flows, improve the chances of MPCA approving the CAB tnterceptoK <br /> construction program? (Downstream flows to the Minneapolis East <br /> Interceptor will be reduced.) -]~' <br /> <br />*Construction plans are being processed for a scheduled 1981 letting. <br /> <br />MINNEAPOLIS EAST INTERCEPTOR <br />This existing int~Fceptor presently handles flows from Service Area 2, <br />together with combined storm and sanitary sewer flows from the north <br />area of Minneapolis.
