One of'the principal reasons for their recommendation
~s that it appears that the plant will reach its capacity before a.
potential phase-out date of 1987 or 1988.

The MWCC's Development Program includes a project proposing to phase
out the Anoka plant, with construction to occur in 1983, This is
inconsistent with the proposed Policy Plan amendment.

In order to resolve the potential inconsistency, I would appreicate
it if you could arrange for a detailed analysis of flows to the.plan
versus the plant's capacity from now through 1988. My cogcern is
that it m~y-not be possible to phase out the plant a~ rapidly a~
proposed ~n the ~e~e%opment ~rogram. ¢on~eque~ly,.l~ add~tona~
capaclty is needed, it seems preferable to p{o¥~de.~t through

-
%Your prompt response will be appreciated. .

SA3282 '-
