Un~L
annual flow. This allows for peak hourly flows up t-~.9.?
der these conditi6ns, the plant will no~t be able to meet the perm,[
levels of 30 mg/1TSS and 25 mg/1BODs-
Given the Condition that the Anoka ~TP must meet the 3D - 25 permit
level on a monthly average basis, the effective capacity of the plant
' 2.3 MGD annual average floyd. Flows above 2.3 HGD and up to 2.46
~D~require increased sludge hauling, additional aeration blow- ·
er capacity and higher MLSS levels to insure compliance. However, all
these conditions are not possible because the aeration'capacity is
limited and a higher HLS~ further stresses the need for better oxygen
transfer.efficiency/capacity-' Therefore!.an average annual plan of
2.3 MGD ~s the Anoka T~TP l~miting capacity.
~ m
Total Anoka ¥~TP projected flows indicate that by 1984 the flow will
be 2.3~ HGD or above the limiting capacity. The flows' will increase
to 2.45 MGD in 1985. Without fl.%J- Champlin flows, the plant will ex-
ceed the secondary capacity (2.3) in 1987 at 2.37 MGD. If the Second
Ramsey Connection and Andover Extensi6n ~re not built by 1987, the
will reach capacity in 1988 at 2.31 MGD. Therefore,
expansion or removal of N.W.~P m
st occur by )98~. Should N.WZ ,no~P4¢ +h, Second Ramsey Connection
m~st be phased-out or expanded by ,=o- · .... Extension and'
and Andover Extension is built by 1987. If the Andover
Ramsey Second Connection is not built by 1987, the plant must be
phased-out or expanded by19~88.
The attached ~a~le presents the projected flows which are based upon
additional fl6w from Anoka and Ramsey from the Anoka Interceptor, and
~dditional Ch~mpli~ flow. 1975 - 1980 flows were used as a basis.
FJS/bk
Attachment - '""

B.J.
